Zena Wroe is the Interim Head of Service for Community Care & Litigation and Commercial & Procurement, leading two major service areas that support the firm’s public sector partners. She advises on high‑profile and politically sensitive matters, with particular expertise in alternative dispute resolution, strategic risk management, and delivering clear, outcomes‑focused legal solutions.

Zena began her legal career in private practice with a highly regarded regional firm, specialising in employment law, before moving into the public sector where she developed her expertise in employment, TUPE, public law challenges, and information governance. She joined Pathfinder Legal Services in 2021 as Principal Lawyer for Employment and later subsequently, Litigation. She played a central role in establishing the integrated Community Care and Litigation service, bringing together litigation, employment, health and adult social care, and SEND specialisms.

Known for her pragmatic, approachable style and strong commercial awareness, Zena is a trusted advisor to senior officers and senior corporate leadership alike. She focuses on understanding client needs and providing practical, robust and actionable advice that supports effective decision‑making.
